UDALMAP: DEFINITION AND CHARACTERISTICS

UDALMAP is an integrated territorial information system based in the municipalities of the A.C. of the Basque Country, whose mission is to offer a public service that provides a greater awareness of their socio-economic reality and facilitates decision making by all figures, both public and private, involved in the local and regional growth and development of the country.

It is also the GIS Application that supports the dissemination of results from two new statistical operations: Sustainability Indicators at Municipal Level in the A.C. of the Basque Country and the Survey on Municipal Facilities and Infrastructure. They are presented and published for the first time in February 2008, and the task of design, calculation and implementation was carried out in collaboration by the Statistics Organisation of the Department of the Treasury and Public Administration of the Basque Government and Euskal Estatistika Erakundea/Instituto Vasco de Estadística/Basque Statistics Office (EUSTAT).

Both statistical operations are regulated, with codes 172514 and 172515 respectively, as part of the 2007 annual statistics programme, passed by Decree 53/2007 on 27 March. Their aim is the construction of a Municipal Information System (SIM), specifically concentrating on systematically obtaining a Panel of Sustainability Indicators, and a Panel of Municipal Facilities, allowing:

  • Greater awareness of the reality of the municipalities of the A.C. of the Basque Country.
  • Detection and understanding of the underprivileged and/or deficient areas in terms of facilities and infrastructure.
  • Development of a system that allows the assessment and evaluation of public policies, aimed at enabling decision making in an assortment of areas related to local and regional growth and development.
  • Identify problem groups associated with the municipality
  • Disseminate the information obtained as a service to society in general

This Municipal Information System is based around a series of values:

  • Official Information: Published as results of official statistics operations, which were included in the 2007 Annual Statistics Programme.
  • Transparency: The whole extent of the information is made available to users, institutions and general economic agents, both public and private.
  • Thoroughness: Maximum harmonisation, rationalisation and systemisation of the municipal indicators incorporated into the development of the operation with other existing ones, guaranteeing the inclusion of municipal information at all times
  • Co-participation: Bodies from the Basque Statistics Organisation (Statistics Body of the Department of the Treasury, EUSTAT), Departments of the Basque Government, Town and Provincial Councils and other organisations participate in its maintenance
  • Updated: information is permanently updated

The development of a system of indicators is of paramount importance, allowing decisionmaking by all agents, whether public or private, to be supported and monitored permanently and consistently, since:

  • It forms a key instrument in the arrangement of a Basque Model for Regional Development
  • It transfers the proposals of the Lisbon Strategy to a local context, structured around the three axes defined therein: Economy-Competitiveness, Social cohesion- Quality of Living and Environment.
  • It is designed as an interactive system of information between users and the dissemination application. It enables the visualisation and analysis of heterogeneous data through its representation in thematic maps.
  • It is an Integrated system for the policy of sustainable local development
  • It fosters the participation of other figures from the Public Administration as actors in the development of the project and as providers of base information
  • It provides a direct public service to society as a whole, offering relevant and accessible information to everyone.

Initially (it is open to extension with new information) it is made up of 144 indicators for each of the 251 municipalities selected in accordance with the following criteria:

  • They are clearly interpreted
  • They come from consolidated statistics
  • They are quantifiable and comparable to those obtained in other territorial contexts(external comparability)
  • They are subject to constant review, in order to obtain a certain balance between the dimensions that they represent and so that each one is coherent in itself
  • They are transparent and easily accessible for users

According to the type of facilities covered in the layers of facilities that currently exist, five categories or sub-panels that embrace them all have been established.
