1. SUBMISION DEADLINES

Deadline
As indicated in Order N°-4673, of 16 August 2004, by the Public Finance and Administration Department: For the purposes of calculating deadlines, the submission of letters/communication shall be interpreted in accordance with current regulations. A deadline shall be taken as met when submissions meet the deadline.

Working days
Unless the system is unavailable, electronic tendering can be performed at any time within the tendering period (24/7 availability, including public holidays).

No working day
The receipt of submissions, written documents and communications on a no working day, intended for registration in the Electronic Public Procurement System, shall be taken as received at the start of the next working day. Registration on a no working day - To this end, registration shall indicate the effective date and time of receipt; i.e. zero hours and one second on the next working day.

Reference time and day
It is established that the reference time and day shall be as indicated by the Electronic Tendering IT system. 

Official date and time
The Electronic Public Procurement System telematic register shall be governed by the official Spanish date and time. 
Izenpe Clock synchronisation
It is likewise established that the clock for the Electronic Public Procurement System shall have be synchronised with the Izenpe Certification organisation.

2. CONNECTION DURATION LIMITS

For operational and security reasons, the maximum time established by the Basque Government for the duration of external connections to its applications is approximately 2 hours.
There may be other limits to the duration of the transaction due to technical or commercial reasons imposed by your internet service provider. 

 

3. FILE SIZE LIMITS

Several components of the Electronic Tendering infrastructure impose limits on the size of files that can be sent:

  • As a function of the available bandwidth for file transmission during the connection period: the ratio shall be 225 MB maximum or 112 MB using a realistic estimate for a bandwidth of 256 Kbps.

  • As a function of RAM available on the computer: the proportion is 35 MB for a computer with 256 MB less 10 MB for each additional signature required.


The Electronic Tendering application itself does not impose any limits on file sizes; however, there are other components that play a role in the process which do in fact place a limit on the size of files that can be transmitted:

  • The WebLogic application server which supports the Basque Governments applications that are accessible over the Internet establishes a limit on connexion duration, which it puts at 2 hours. Bidders shall therefore be unable to upload documents greater in size than that which can be uploaded in accordance with their bandwidth during that period of time.

    • Bandwidth availability depends on many factors (line saturation, source/destination availability, etc.), and therefore the transmission speed frequently will not attain its nominal value; in fact it may very often run at notable slower speeds. Therefore, the data provided in the table based on 100% bandwidth availability (central column) may prove to be wrong; an estimate of bandwidth availability of 50% may prove to be more realistic (right hand column). In any event, the data provided is just a rough idea.

    • Bidders with an ADSL connection should be aware that with this type of connection bandwidth is asymmetric: it is greater for data receipt than it is for data transmission. When your internet service provider states that your connection is 1Mbps, they are referring only to data receipt, not transmission. For the purposes of submitting tenders, the bidder should not use this value as a reference, but rather another value that shall be substantially less, and that perhaps can be ascertained from the service contract small print.
  • The IZENPE signature programme puts a limit on the size of files that can be signed as a function of the RAM available on the system.

    • Available RAM memory depends on both system memory and active programs at any given time. Therefore it is recommended that all programs be shut down before signing files.

    • In the case of multiple signatures (joint administrators) the file size should be reduced 10 MB for each additional signature. That is, if the bidder has a PC with 256 MB of RAM, and three signatures are required, the maximum size of file that can be transmitted would be:

35 - 2*10 = 15 MB
