  • Vista Anyone interested in tendering electronically must have a PC with the Microsoft Windows NT, XP (SP1 or later) or Vistaoperating system.
  • The computer must also have the Internet Explorer 5.5 browser, or higher.
  • Free disk space approximately four times the size of the files making up the tender.

2-Downloading and installing digital certification programs

The place to download programs and root certificates from, as well as how to install them on your computer, depends on the body issuing your digital certificate; as does where and how you test the signature.

We explain below how you can carry out these operations for Izenpe digital certificates. For other bodies, please consult their websites (for example: http://www.dnielectronico.es for eDNI) and follow the instructions provided.

2.1-Downloading and installing Izenpe programs and root certificates

Go to the IZENPE web page: http://www.izenpe.com/s15-12020/es/contenidos/informacion/servicios_on_line/es_s_online/servicios_on_line.html and carry out the actions indicated.



2.2-Testing a signature with an Izenpe Certificate

Go to the IZENPE web page: https://servicios.izenpe.com/jsp/firma_docs/s27firma_c.jsp and carry out the actions indicated.

3-Auxiliary libraries to fragment, encrypt and send tenders:

  • DLL fragmentation and encryption libraries.
  • Bouncy Castle cryptography libraries.
  • Files for Java cryptography extension.

These libraries are downloaded and installed using a Configuration Tool created for this purpose. This tool also checks whether:

  • The Izenpe signature recognition program exists and has been suitably installed.
  • A suitable version of Sun Java Virtual Machine exists.

The Configuration Tool can be executed in two different ways:

  • Online, from the Basque Government’s e-Procurement Model websites:

Si esta modalidad no instala correctamente alguna de las librerías auxiliares, deberá proceder a utilizar la segunda modalidad:

4-Obtaining the "Real Player" viewer program

To enable remote viewing of the Opening Act, the Basque Government has installed a webcam in the hall in which the act took place. The images are transmitted over the Internet in a format adapted to the Real Player viewer program.


NOTE: Consult your computer technician to set these configurations in the most suitable way.

Changes in the configuration of your computer

1- Enabling trustworthy websites

For certain application functions to operate correctly, www6.euskadi.net and www.ej-gv.net should be included in the list of trusted web sites in Internet Explorer.  To do so one must access the Tools menu in Internet Explorer:

  • Open "Internet Options".
  • Select the security folder.
  • Select "Trusted Sites".
  • Select "Sites".
  • Enter the following addresses: https://www6.euskadi.net  and https://www.ej-gv.net

2-Security

In order for a company to be able to tender electronically, it is necessary for the following ports to be open in their perimeter security systems:

  • TCP: 80, 443 y 444.

If bidders also want to use their computers to access the Opening of Sealed Public Bids which are broadcast live via the Internet, they must also open the following ports:

  • TCP: 7070.
  • UDP: From 6970 to 7170, inclusive.

Bearing in mind that attending the Opening of Sealed Bids is optional, it is not necessary to open these ports to carry out electronic tendering successfully.

3-Allowing ActiveX        

Allow the Electronic Procurement System to trigger the execution of ActiveX components (as these are applications used for document packaging of the bids) on the PC you wish to bid from. To do this, go to the Tools menu of the Internet Explorer browser:

  • Open "Internet Options".
  • Select the security folder.
  • Select "Internet" and then "Trusted Sites".
  • In each case, select "Custom Level" and configure the options in the section "ActiveX Controls and Plug-ins" according to the instructions given in the user manual and which can be seen in the video below.
